So, I’ve been reading Kevin Williamson’s book, Big White Ghetto: Dead Broke, Stone-Cold Stupid, and High on Rage in the Dank Woolly Wilds of the "Real America." Williamson is a brilliant writer, but you do occasionally hear complaints that he’s “elitist.”
I think Christianity is the biggest factor in my life that pushes me away from always blaming other people for my problems. Since I realize that I am guilty of sins of commission and omission, I know there are ways for me to do better. And God always seems to test us- the Bible speaks of being purified like metal in a furnace. So as our nation moves further into post-Christianity, we shouldn't be surprised to see more people engaging in blaming others, except for the rate it is increasing. Two head shakers from just this week- CA giving free medical care to illegal aliens, and Maine's election official declaring Trump an insurrectionist. I guess those 725K "undocumented" get to move to the front of every line in CA, and who needs to be bothered with due process when you can have a Democrat who visits Joe Biden then returns home to issue a decree any third world dictator would be proud of?
I'm beginning to think that the Republican Party itself is somewhat suspect in the "personal responsibility" department. Even when I hear a politician say something I agree with, I tend to write it off as pandering.
I can't even hear what politicians say, literally, because as soon as they open their mouths I stop listening. I have no confidence in either side, which is a shame because the law of averages insists there must be a few who are not liars, grifters, and cheats. Newbies, maybe, who haven't been corrupted yet.

You are writing about personal responsibility and way too many in all the groups you mention don't want any part of it.
